It's a move Demitri has where he turns the opponent into a woman (or some sort of costume if they're already a woman) and drains their blood (although the blood draining part was removed from CFJ, but more likely for laziness than censorship) In CFJ, Rose could get turned into Enya from Jojo as one of her two transformations, a character Capcom obviously doesn't own the rights to. So they removed that. The other one is pretty clearly based on Lisa Lisa, but wasn't as blatantly copyright infringing, so she's left with only that one.
