Water vapor is only visible when it's concentrated, so a lot of water vaporizing in the same spot, very quickly, as when you bring a pot of water to boil on a stove. Evaporation at lower temperatures happens slowly, so slow you can't see the vapor particles but you can usually feel them. This is what we call "humidity".
