These devs were taught in traditoinal media and methods, and to emulate those styles. They were literally doing pen, paper, pencil, paint and canvas. Unironically the anime influence is too strong with nerd boy artists in Japan, and the mtehods used are soulless. Japanese otakus have LITERALLY the worst taste in the world, and entire industries are designed to pander to them.
You should look at specific artists rather than companies. hitoshi yoneda did work for Falcom and Phantasy Star and those series look nothing like his art. Is old Falcom art top notch? Yep. Currently? bland and generic.
