It started off due to a lack of space at desks and LAN tournaments, high level CS players most often player with lower sensitivity so they make bigger mouse movements which require more space, old LAN events used to cram players in on small setups so that amount of space saving really added up. On kind of the opposite end you see a few CS pros play with extremely high mouse sensitivity to make up for the lack of space instead. Its more ergonomic to a point, once you go nearly vertical than yeah it becomes ridiculous.

I haven't seen many people tilt it at an extreme angle like that, but I've seen a lot of people have it at a slight angle because it allows you to keep your wrist perfectly straight.

I like clicky keys. I use kailh box whites instead of shitty blues though.
