Sanctioned Xenos are specifically an Inquisitor thing since the RT laws around being allowed to do anything are "lol lmao". Dunno about rpg rules though.

Ordo Hereticus - dealing with traitors and heretics, cults and the like.
Ordo Xenos - dealing with aliens, Jimmy is a member of this faction.
Ordo Maleus - dealing with demons and warp fuckery.

In all three killing Xenos or otherwise interrogating them is the go-to answer, in extreme circumstances they may be made use of but its highly frowned upon.
However there are a few ideological differences within the Inquisition as an institution, namely the Puritans vs. Radicals.
Radicals may practice Xeno Hybridis, fusing alien technology with human tech to gain advantages for fighting against alien influences and bolstering human strength.

Sanctioned Xenoes are a thing but they're expendable and usually blammed after they stop being useful.
