It's especially funny because voice acting in vidya is the quintessential example of "good work if you can get it." You put in a few weeks of mediocre work in a soundbooth and if you're lucky end up the face of a franchise (pay no heed to all of the developers who spent years and years doing all the hard work). You get carted around to cons where you oblige fans by saying le funni memes in the character voice, you get treated like an expert in the field despite only spending a few weeks attached to a project, etc.

The actual reason is that Kojima never cared for the English VO in the first place and wanted an actual actor for the mocap performance.
There's probably a secondary justification in Hayter being a union VA, so MGSV would've been a huge payout for him as it'd be him reprising the same role for a 8th and 9th time since the game was split into two parts. That's also likely why he was never contacted to reprise his role for MGR for the DLC sword that uses Snake's voice, which is exclusive to the Japanese version.
