Given the characterization of Noelle as an secret-hunter/game-breaker (much like how Susie is The Protagonist) it feels like each of the heroes is set up for a specific "role" in subverting the narrative (Kris is independent of the player, Susie controls the direction of the narrative, Noelle opens up the Weird and possibly True/Trance Down route).
Whether that's by Gaster's design or if it's just something he wants to experiment with isn't clear, but the Sweepstakes pages make it crystal that he's invested in diverting from Deltarune's "one ending".

I think it's a bit different with Gaster because he talks to (you) through the program layer, right before and when you start the game. Before you even see the character you're playing as, he is the one creating the connection between (you) and the game.
The moment Undertale starts, you're playing as Frisk and then you meet Flowey as Frisk.
Gaster also seemingly exists in the ch 1 save selection screen(PREPARATIONS ARE COMPLETE) and game over screen. He isn't a character in the game so much as he's IN the code somewhere and has every opportunity to know that a Player entity exists.
This is unlike Flowey who's a character within the game and isn't aware of the player's existence. He used to be able to SAVE and LOAD but that's explained as an in-universe ability that those with high determination can do. You don't see his commentary show up in parts of the UI or anything like that.
