People pretty regularly smuggle stuff into, and out of the zone, Tons of fairly unremarkable people seem to be doing alright, and if being an American national gets me the same treatment I should be able to just stop by the Embassy, and leave after that.
Racoon City isn't a total loss the more deadly stuff starts showing up later, so if I can just make it out on foot in a few hours before the lickers, and dogs start showing up I should be fine, and my first plan without prior knowledge would be to get the hell out of there. The only real problem is getting shot at some sort of quarantine.
No chance with the Ishimura, you're in space, and while some of the foes are manageable with the tech that's available escape, or hiding until rescue doesn't seem like a option.
Silent Hill, because it's mechanics are so poorly understood, is a bit harder to say. It's certainly possible to get out, but it seems to be actively attempting to prevent you. Is just reconciling with a past trauma sufficient, or do I need to mow down it's monsters on mass? It's not the worst option, and the world seems normal if you escape.
Rapture seems like you're inevitably fucked even if you find a nice out of the way corner to hide out at. Dying in isolation seems like your best case scenario, so slightly better.
Ravenholm actually isn't so bad, a spikey hat seems like it could deter headcrabs, the trouble is actually getting out to anywhere safe, given the total combine control of the planet.
