What makes a video game an RPG?
1. Character building and progression.
2. Decision making that affects the narrative.
3. An immersive world with people, places, and things to interact with.
4. Systems that let you shape your character's personality and behavior.
5. Success is heavily influenced by your character/party's stats.
Morrowind succeeds at 1, 3, and 5, while failing at 2 and 4.

I feel like the term gets more and more meaningless over time. Especially if you allow inspirations. Then after several generations of unique games inspired by others you end up with something that is very far away from dnd and it's combat and doesn't play like it.
For example TES play more like collectathons than rpgs, at the very least you spend more time in the collecting and inventory managment gameplay loop than the dnd inspired ones.
