Theres like 5 randomized tiles in the water next to foretree city near the waterfall that have a 1% chance of fishing up a feebas with a super rod. I have literally never bothered with it because its retarded
just fish 3 times with the super rod in every single water tile of that route that the pokedex says it is, it just appear on some specific tiles, I got it on an afternoon and share it with a bro at the school when I found it, that back around 2003

In gen 3 and 4 there are randomized water tiles in specific routes. You basically have to hit each spot like 10 times because the encounter rate is like 25% anyway
You have to fish in a specific water tile in route 119, it's a bit tedious but you can honestly knock it out pretty quickly if you're comitted to it, just put a podcast on or something while you fish.
I hope you've already prepared the berries you need to evolve it btw cause that's a whole other process lol

It's pretty easy actually, assuming this is Gen 3.
First make sure your Feebas is Mild, Modest, Quiet or Rash - ideally it's Modest but if you can't be bothered catching too much one of the other three works fine.
After that go talk to the Berry Master in Route 123 and hope to the stars above that he gives you either a Wiki Berry, a Kelpsy Berry or a Cornn Berry.
After you have your berry just plant it, 24 hours later you'll have a tree with like 2-5 berries that you need to replant for more trees - the Berry Master has a garden where it's pretty easy to set up a berry farm.
You need four of these berries to make a high level Beauty-raising Pokeblock and you need to feed Feebas 9-12 Pokeblocks for it to evolve, which is roughly 50 berries.

hgss is way worse. you can't get togekiss until you get rock climb, which you get after beating all 8 kanto gym leaders, and u can't even get mons like leafeon, glaceon, or magnezone cuz they didn't put the special terrain needed for them to evolve in the game

You can get the stone from the Pokeathlon right after getting the National Pokedex, which just means the Elite Four.
Does anyone care that Feebas has been made easier to catch over the years? Fuck the original method. Though in Brilliant Diamond Shining Pearl you can cheat by finding your RNG seed and putting that in a website to just tell you the tiles.
I liked it in ORAS, just a specific area under the bridge in Route 119 with guaranteed Feebas.
I mean if you apply real video game logic to Gen 3 and 4 then Milotic is essentially a super weapon, your reward for putting up with all that tedious bullshit of catching it and raising it is getting a tanky beast that can steamroll the rest of the game, they basically took the dynamic of Magikarp but actually made it intrusive rather than handing you a god tier Pokemon on a silver platter.
It gets kind of upset by legendaries being way easier to catch and use but still, I think the logic was sound in Milotic's original appearance regardless.
Given that I never got Feebas as a kid, I think that making it easier so you have a chance of getting one rather than wasting hours on attempts where you might find nothing, I'm perfectly fine with the change. The issue is Milotic isn't even game breaking, and getting Feebas is only half the challenge. The other is getting enough beauty and hoping you aren't just short of the requirements.

ORAS made Feebas hunting easier, in USUM the bubbling spots are only on Lana's island.
BDSP made Feebas hunting hard but they removed the 24-hour timegate. It's basically Munchlax honey hunting now.

In Renegade Platinum, I got one on the first catch at that pond inside the cave. Milotic is a really fun pokemon to use, it's like a Gyarados but tanks better. Marvel Scale is harder to use than a simple intimidate but rest made it a tank when sleeping and leftovers helped with the burn.

If you want to use something like Garchomp or Salemence for the Battle Frontier and can't trade or transfer from a Sinnoh or Hoenn game, it takes over 3 months for Gible and Bagon to spawn in the safari zone. Shit like Munchlax is bad, but at least you can use a calculator and RNG manip on the proper tree.
The Johto Safari Zone was simply retarded, probably why they axed future Safari Zones.
