That's never gonna happen for multiple reasons.
First off, it'd have to be PC only since running private servers for console games isn't a thing due to platform holders not wanting piracy-enabling hacks through those. Also hacked COD lobbies back on the 360 were a nightmare that nobody wants to live through again.
Second, just about every modern multiplayer game would have to be redesigned from the ground up to allow this. Everything's matchmaking now so you'd need server browsers and even just the dedicated server software to be created purely for this purpose. Modern live service game servers aren't just some single executable running on one computer, it's an entire software ecosystem.
If some form of "you're not allowed to kill live service games" legislation actually passed what would happen instead is that the final patch for the game would rip out basically all of the game and leave you with a single map to deathmatch against basic bots with no proper multiplayer or online capabilities.
