All 24 new Mario Kart Characters

Probably not. One of the big selling points of this game is the 24-kart races, so they have to pad the roster with as many mooks as possible. There's a good chance these aren't even playable and literally meant to fill up those spots in a race (or else you'd see the same 24 "core" Mario characters over and over again).

Feels like they initially just designed a bunch of kart-based ncps to populate the open world with, and then at some point in development decided to make them playable since a chunk of the work was already done.

Wario and Waluigi are already similar to two of the villains and the cut Wapeach from Tennis was very similar to the woman of the trio (Doronja). I actually like playing as random mobs in games, so this is a complete win for me, I actually was really hoping for Goomba to be in so Im ecstatic.
