The console is LANGUAGE locked. You can't access menu and text that isn't japanese on the system or games, unless said game comes with an internal menu to let you pick languages. Even japanese shop games can come with multi lang, even more so global releases of first party games.

Regarding the eshop stuff, you can only link it to japanese shop and you're only fucked if that one version of the game only comes with japanese language. Regarding cartridges you can play any physical game. I can't answer if you could only play game key version of games that are only compatible with Japanese eshop.

A lot of games support both traditional and simplified Chinese, regardless of if they're actually sold in China itself.
