I mostly got the idea because they said that some games would just be digital copies and that the physical game cart would effectively just be a key to let you play it: you still need to download the game to play it, meaning it isn't really on the cart.

And if Nintendo does charge $10 more for the physical carts that don't have games on them, that's still going to be super scummy to me.
