I mostly got the idea because they said that some games would just be digital copies and that the physical game cart would effectively just be a key to let you play it: you still need to download the game to play it, meaning it isn't really on the cart.

If the new DK game is actually on the cart, that's good to hear. But it doesn't explain why it's going to be $70. And if Nintendo does charge $10 more for the physical carts that don't have games on them, that's still going to be super scummy to me.
