The original plan was Hornet being playable in Hollow Knight, part of the rationale behind Silksong was TC realized Hornet was too tall for Hollow Knight's levels, they didn't redesign the first pass of Silksong's levels because they were already being made with Hornet in mind.
I think this might also be some of the misdirect behind Silksong being 2.5x bigger, it physically had to be bigger to fit Hornet, it doesn't necessarily mean there are 2.5x the number of playable rooms.
Although given how fucking long it's taken, that could be true.
