Actors, in general, have an objectionable content clause in their contracts. New actors, especially in the amateur/indie segment, don't have boiler plate contracts and instead negotiate on a project basis. So when you send the VA a script that contains the line "fuck you, you scum sucking nigger faggot." 99% of them will pull out but with a professional actor you know from start that they won't say that line. An AI will just say the line.

That's not true for modders or fangame devs though. For indie games and projects sure. But with modders, you are working for free, can't make money from it except for donations, so paying VAs is a moneysink and usually can sometimes result in internal drama and finding a good VA that works for free is just as hard.
Bonus points if you want to find a VA who can do a good impersonation of a character that's already in the game and voiced by another VA, that's even more rarer.
Bonus bonus points if your mod has so much voice lines that it will take days if not months of recordings to get every line done.
As much as I dislike the idea of AI Voices becoming more and more impressive (mostly due to the fact that AI Voices can be used for voice scams and voice impersonations which I find incredibly dangerous for the future), I still think for now for a small dev or production that's based on a copyrighted IP, AI Voice Acting is unfortunately the best way to go.

Unfortunately, a lot of VAs in current year have become very prima donna about their opinions. I genuinely prefer actual VAs and despise the idea of AI voice acting aside from modding. But I do hope that AI Voice Acting does humble a lot of VAs in not being as bitchy with their work.

The rule with AI is: if you've used AI to do something, then anyone else in the world can do the same, and you haven't added anything unique and valuable to the product.
This has been a reality in games for a long time, and it's one of the reasons why people tend to give less value to games that use easily identifiable stock assets. Now we're at an even more advanced level of devaluation, because you're not just using a stock asset, you're making something that everyone can generate on their own computers without any effort, and this is going to be more true the more technologies progress.
In other words, unless you want to try and catch the early days of AI where people aren't yet used to the technology to make easy money, then don't use AI and create everything from scratch. Just as it's better to use bad graphics than stock graphics, it's better not to insert features like voices if you're going to do them by AI.

Note: it's only a matter of time before plugins start doing this automatically, people will be able to put synthetic voice acting in all the games they want.

I've seen AI voices in mods and porn and frankly when given any degree of effort it matches the top 20th percentile of voice acting. Give it a few more years and what tonal bumps do exist will get ironed out as well so you won't even able able to tell it's AI at a glance.

Just leave real acting to main characters and key scenes (to real actors, not the typical voice "actor") where you need beyond the top 20%

Elevenlabs is better than real voice actors at a lot of tasks. Its easier to get the voice you want. It still can't emote well, so for complex roles like that of a main character or central villain, humans are better. But if I need a raspy old wizard, AI is going to do better than your average 21 amateur.

The map graphics of the original RPG Maker RTP is of high quality and is better than 90% of the tilesets made by amateurs, but if you make an RPG Maker game using the RTP most people will immediately dismiss it as generic garbage.
AI is just an extra step in this same phenomenon. People will have to hide the fact that they're using AI precisely to prevent the public from identifying (correctly) that the product was made cheaply and lazily, which is relevant to its value (the final quality isn't the only thing that matters).
Even if AI becomes indistinguishable from the real thing, people will see some indie from India publishing a game on Steam where there are 30 different "actors" doing the voices, and they will immediately understand that it is an automatically generated product and not the unique expression coming from a developer they admire.
