It's meant to hide pop-in. What you look back fondly on was once considered a limitation of graphics at the time and was seen as a negative. With higher fidelity and larger maps outpacing standard consumer hardware and consoles and efficient means of dealing with it, pop-in became worse.
Thus the naive solution was to hide it with fog.

I disagree, MK8 actually does a really good job of defining the playable space and boundaries in that shot. If anything, MKDD is much lower contrast with less defined borders and requires more thought to pick out where the track goes. It's basically the inverse of your current Crash Bandicoot example, in which I agree the older game looks far better because of the brighter colors and higher contrast and better defined play spaces.

You know that fog occurs in real life, right? The problem is not natural environmental fog meant to evoke a certain mood, the problem is fake fog overlaid to hide bad graphics at the expense of the mood.
Why not smartly design the geography with very specific vantage points that use specific LoD models that consoles CAN render appropriately, all leading to a higher clarity and much more artistically realized image, instead?

It's intentionally creating a gloomy atmosphere. It may also hide issues with draw distance at the same time, but it was still implemented intentionally to enhance the atmosphere and aesthetics.
Still the best looking and playing Mario Kart, it will never be topped.

Back when you could not guarantee a window was exactly the right size you have to leave room for the finisher to hand craft the fit making buildings more unique. Now that everything can be built to a incredibly small tolerance it can all be the same and just lego-ed together on the job site.
Back when our sealants were shittier gaps needed to be kept out of the rain and so you had all kinds of over hangs and recessed windows/doors. Not that the sealants are extremely good everything can be flat.
Problems bred the greatness of the past but that doesnt mean it wasnt more enjoyable then what we have now.

The rendering engine makes a difference along with the lighting. I don't think DD used dynamic lighting, versus 8 which used lighting (making everything not lit up appear darker).
