The difference is that Telletubbies scared kids on its own, before anyone tried to make it scary. I was one of them. It's just a stream of consciousness involving surreal sets and unpleasant static-faced costumes. There's nothing real to anchor to, and inexplicable esoteric shit is happening constantly that never has a point and never gets explained. If you were the kind of kid who couldn't just go with the flow and had a need to actually understand what you were seeing, that show made you really uncomfortable, I can attest. It's natural people would try to make expressions of that discomfort. In fact that's exactly what the few good examples of Mascot Horror manage to do. They take something that made them uncomfortable as kids, and extrapolate that feeling into something that makes them uncomfortable today and materializes the unfounded but still very present feeling of sinisterness that the original topic gave them.
That's why FNAF and Baldi's Basics are good, and Indigo Park is bad (At being Mascot Horror, at least, they have managed to create a very charming character.)
FNAF is based on the discomfort those old looking, often decrepit animatronics at Chuck E Cheese made some kids feel.
Baldi's Basics is based on the discomfort shabby and naive budget edutainment games could make kids feel with their mixed media and shitty uncanny 3D models baked into sprites and the natural rumors of hostile stuff and unusually extreme consequences that cropped up about games like that. Like, "You can actually die if you do it wrong in exactly the right way." or "This character will come kill you if you make him mad."
Indigo Park doesn't manage that, because you basically have gay SpongeBob guiding an adult around a place they're not supposed to be.
It doesn't tap into any latent memories of the uncanny.
