I suspect he originally intended Deltarune to be a lot simpler than Undertale, but after releasing the first episode and talking to the devs he hired, he realized that people would have been really disappointed with what he originally planned.
That's also likely a heavy factor in why development has taken much longer than he expected, in addition to the fact that he doesn't have much experience leading a team like this.

It's both.
The theme of the story is that your choices don't matter, which is constantly hammered in via the majority of your choices not having any large impact. It has minor things, bits and baubles, but almost none of them have any impact on the story itself.
However, it's not until (YOU) rebel against that narrative and challenge it that your choices begin to matter as you challenge the themes of the game, creating a meta narrative about fate and destiny, ultimately asking whether the cost of freedom is worth it when it costs everyone else everything.

I wish I could share your optimism, frankly. I don't hate toby fox but I don't think he's very good at managing a team or his time, it's an eternal problem for this sort of undertaking. I really hope I'm wrong, I'd really like to actually play the game all the way through this decade if possible.

That's talking about gameplay though. Deltarune's gameplay is reasonably fun and engaging, definitely a direct improvement from Undertale's, but I think most people agree that the draw of the game is the story and writing, and that has been laid out for a long, long time.
Not every single line of text of course but Toby's had the big picture in his head for more than a decade, and above all else his vision of the ending which literally came to him in a fever dream and inspired him to make the game specifically to realize that ending. That "one ending" has been the goal from the start and everything else works backward from that.

That said, the ACT system being added to Deltarune pretty much just because people would expect it to be there from Undertale does show that this is an evolving project. The fact that it was basically an afterthought in Chapter 1 and didn't really matter, to then become a full-fledged feature in Chapter 2 with the Recruit system raises some interesting questions, since the idea of "breaking your bonds will make you stronger" is obviously foundational to Snowgrave. If Snowgrave is something Toby came up with in between working on Chapter 1 and 2, that could have some very very interesting implications. But it's also entirely possible that the basic idea was something he had already come up with, and making it an analogue to the Genocide route was just a convenient and effective way to integrate it into the story.

The official line is that there's "only one ending" no matter what, which is probably bullshit but we can't really say because the game isn't finished yet.
Between Chapter 1 and 2, which is all we have for now, Chapter 1 basically gives you a mulligan so don't worry about it but Chapter 2 introduces a system where playing pacifist rewards you by letting you Recruit enemies for your base, but also rewards violence if you prefer to just click the Fight button by giving you stat gains.
Deltarune improves on Undertale's gameplay a lot so playing pacifist is typically more fun and faster, you have more options in gameplay and the game gives you more feedback on how effective your ACTs are, you can get through most normal encounters in 1 or 2 turns.
But it's also much less about "spare vs kill" than Undertale was, the game has encounters where you're forced to ACT and forced to FIGHT and so far choosing to defeat the major bosses by ACTing or FIGHTing hasn't really made a difference.

No, you get material benefits from recruits. You get more HP in the Giga Queen fight, you unlock more challenge fights at the Dojo which have rewards, and getting all recruits unlocks the Music Shop (and gives additional scenes and dialogue around town).

Penumbra Phantasm and the ideas associated with it are so fundamental to the idea of Deltarune that Toby not delivering on it is unthinkable. People talk about the "fever dream" that inspired Deltarune but Penumbra Phantasm goes back even further than that.
The only obstacle is the fact that it's a fifteen-year-old unpublished incomplete song that he was never really satisfied with and at this point it carries the weight of his entire career and the soul of his magnum opus. So there's some pretty incredible expectations being set there.

If the TV Dark World is based off of various tv channels ,what if the secret boss is based on the Early Alert System? You can find various screens and warnings if you ignore the main plot, which would lead you to the secret boss in a room full of screens. His theme would start with the EAS screeching that breaks down into electric guitars.

Even if (You) are controlling Kris, there's no denying that they used to be very close and Noelle enjoys the idea of them hanging around together like in old times. Even from chapter 1 Noelle believes Susie isn't "as bad" as she tries to appear or act. Noelle enjoys being teased or asserted upon but is made reasonably uncomfortable by actual abusive/manipulative behavior such that You act on her in Snowgrave route. Susie behaves like a non-psycho on the Ferris wheel and Noelle greatly enjoys their time together.
Basically I think the claims that "Suselle is unhealthy" are a little overstated. I understand where they come from but I don't think they completely hold up to analyzing the text. Noelle isn't actually completely ignorant or self deluded about who Susie is and Susie has no desire to ever harm Noelle. At worst they're two romantically inexperienced people awkwardly figuring something out.
Also if it doesn't work out, that doesn't make the pairing inherently 'unhealthy,' 'toxic' etc. Sometimes people just don't work out.

Most of the things in Chapter 1 that are closer to the Survey Program than the actual story content are labeled with DEVICE_. DEVICE_MENU is the weird save/load screen, DEVICE_GONERMAKER is the vessel creator, so on.

Honestly, I never agreed with the comparisons between Noelle/Susie and Alphys/Undyne. Sure, if you look at it at the most surface level of "strong and brash one with smaller and shy one" and "they're both girls" I guess you have a point, but beyond that I don't really see it? What if the weird route is a necessary evil to gain access to Gaster and do something to or with him to permanently affect all save filed? Noelle in her blog mentioned reaching the ice palace maze and being unable to progress due to a missing character but eventually reaching a mysterious door she couldn't open. Like it could be we do a bunch of convoluted and unintuitive shit to break the game open. Her story just reminds me of the FUN events so maybe by doing all of that we'd effectively be forcing a FUN event to trigger.
