Its always like this. I think about factions like Quillboars a lot. There's a lot of tragedy and drama and excitement to their situation that the developers and writers are simply not interesting in portraying.

The Alliance is several sovereign nations working towards a common goal and against a common enemy. The Horde meanwhile is a multicultural melting pot throwing all disparate cultures into one brown mess (also no shoes).
The Alliance is "bad" only because the writers refuse to let them act like a normal person would given the situation they're in. Meanwhile the Horde is basically fantasy North Korea in that it keeps thinking its hot shit and the second any real fighting were to start they'd crumble faster than a skyscraper built out of wet paper.

The Horde liked the Garrosh's quests from Cataclysm and early Pandaria, where he's a massive grugbrain who fights alongside you in quests and you do stuff like personally erect forts to fight off the stinky Alliance. Pre-cataclysm only humans and undead should be S tier. Blizzard was under an enormous time and budget crunch to ship out vanilla, and only human and undead animations were 100% complete. The rest of the races had rushed janky animations.
