People don't want an actual canon Superman game where you mostly just goes around helping people and being a boyscout.
That would be fun, though.
Superman does kill, he just prefers going almost any route that doesn't involve needless death. But he has no problem killing Doomsday or letting Darkseid die.

How about a Superman game concept where you're invincible and the focus is on protecting the city instead? There's a whack-a-mole of random crimes and events popping up and you have to prioritize which ones to go deal with first. It's fine to ignore petty crimes like robberies but they eventually increase the crime level of the area leading to more destructive crimes if left unchecked. Letting too much destruction happen leads to a game over. Normal enemies can't kill you but can still slow you down and there'd be occasional super villains showing up who can actually kill you.
The Superman Returns kinda did that. Superman didn't have a health bar, but the city did. It was generally poorly received.

I think the issue with the concept is that the gameplay doesn't really scale in an interesting way with just one guy. That concept makes sense for something like tower defense or a strategy game where you're building defenses for the city. Or even something like XCOM but you're amassing and training a team of super heroes to respond to the threats. But since you'd just be playing a Superman that means you're always going to be just one guy reacting to each threat one at a time. There's not a whole lot that can be done to make it more strategic beyond dealing with the threats in order of magnitude.
It doesn't have to be about killing honestly. There's been Batman and Spider-man games that did well and neither of those characters kill people if they can help it. It's more that there's been nobody who wants to fit the power fantasy of being Superman into a decent playing game.

Why can't they just say the bad guys get knocked out like in every other super hero game? You can throw people off sky scrappers in the Spider Man games and they still insist the dude is fine.

Yeah, except in the Spider-man games people are constantly getting thrown off of tall buildings or having car doors slung at them at 80 mph.
I want a game where you get to play as these two (not necessarily these iterations).
And the game features an insanely big world, because they would make it feel small.
Why fast travel when you can fly corner to corner in a map the size of AC: Odyssey in seconds?
And the game would feature two types of scenarios... normal hero stuff, where you have to stop bank robbers or catch a plane out of the sky. And those parts would be about controlling your incredible power, and minimizing damage.
The other would be Supes-level threats that you have to face, where you get to cut loose and have insane battles where you're knocking each other across the map and causing tons of damage while you try to keep the fights away from civilian areas.

Here is my idea for a superman game.
Basically a groundhog's day situation where you constantly repeat a day. There are dozens and dozens of crimes and incidents everywhere to help out. There are major cases that can be investigated to find what caused them and then from there how to stop them from ballooning out of control. Goal is to do a bunch of heroism while also trying to end the loop. Maybe the loop changes a bit and once you perfect an hour or something it becomes locked to prevent tediousness
there's a difference between having the knowledge and know-how, and the actual physical and practical experience in the moment. you could be Lex Luthor and you'd still need to handle something like surgery with growing skill rather than immediate mastery.
