Yes. Its going to be half life 3. There is going to be grass and wood, and oil liquids that you can light on fire and spread fire. Theres gonna be parts with physics-simulated liquids where water can douse fire, cool off machinery that can overheat, and be manipulated with something similair to the gravity gun. There may be other liquids too like acid, or substances with mysterious properties.
The AI improvements will also be impressive. Half life 2 used node based hints, like an invisible point on the map, placed by the map designers for the AI to select from to take cover, flank, and advance. Now, the AI will dynamically assess the environment and select on their own whims which can be programmed and customized to give them preferences. A soldier might choose to get onto a wall or tower overlooking a street, or take cover behind a stone wall while a certain alien may choose to perch high up on a tree or cliff edge waiting to pounce like a leopard on prey below. They may also react to sound, smell, or have a fear that could grow due to environmental conditons which change their behavior.
And don't expect the same enemies in a safe, stable environment. The team has taken some inspiration from the Stalker series and added Anomolies. But don't expect simple pockets of dangerous air to throw bolts at, valve has some creative talent up their sleeves for the players to interact with.

No. Half-Life 2 was made because they could bring completely new tools into the gaming industry (real time physics for basically everything in the game, plus shaders). Valve missed the Raytracing opportunity (on purpose, I think, because it cannot be done realtime with no performance loss), but tried with VR with HL:Alyx.
I think if there were some tech that would change the entire market and would change how gaming works, Valve might be all over that. Other than that: Why waste your precious resources on a game that will have next to no chance of living up to the hype when you can instead manage your money printing machine (Steam) that also somewhat fights for gamers’ rights (by forcing publishers to say when they use AI generated stuff, allowing people to get refunds on games that don’t work, etc.)?
