He took it as a given that its trivially easy to knock out a solid mega man quickly and cheaply and it bit him in the ass. If the game had been decent and come out in a reasonable timeframe, all the red ash shit would have probably been wildly successful since he was tapping into the desire for MML3. Unfortunately he just couldn't help himself, got carried away with his multimedia empire ambitions instead of focusing on building a solid foundation first. Essentially the same problem every "cinematic universe" apeing marvel ran into.

Classic was able to pump out sequels because it built on Fujiwara and Kitamura's incredible foundation.
X started faltering as soon as it deviated too far from the original game and only got so many sequels from brand momentum and rapid releases.
Zero nailed most of the core systems first try and had to refund the rest in the sequel. Same for Battle Network.

Legends, StarForce and ZX all tried something, then tried something else entirely for their sequels with a bit of carry over, then crashed and burned. The method just does not work unless you get a really solid framework set with game 1 and stick with it. Even then, the franchise only survived by doing cheap level pack sequels, merch sales, and being partially subsidized by Capcom's actual hit games. Only a complete moron who didn't understand how uniquely lucky he was could ever think that making two different "not Mega Man"s in a row was a good idea.

omg, the "Osaka studio" is Comcept themselves. Comcept and Inafune was in charge of the entire game, and it was a total shit show that they had to bring in the rest of the company to entirely re-work the game. I think this places some of Inafune's other fuck-ups into perspective like Kaoi King of Pirates, Mighty number 9, etc. He and his team of inexperienced idiots dick around on a game, it's terrible, and some outsider has to come in and say how bad it is. King of Pirates was outright cancelled by Marvelous after several years with nothing to show for it, since Inafune's team apparently had made no progress.

Mikami and Kojima are at the very least actual directors. All fo the autistic bullshit dialoague and stories in Kojima's games are 100% his for good or for worse. Mikami is also very talented, but he has a tendency when he is given full control, to make gmaes full of injokes and irony. Note how Dino Crisis has a lot of quips, and levity compared to Resident Evil games. Made worse with Re4, Godhand, etc. I enjoyed those games, but you can see how Mikami doesn't seem to want to make "serious" titles and undermines the sometimes serious horror settings.

Word is that Mikami wanted a cyborg and smart talking black guy characters to be key team members of STARS but was denied. outright sci-fi elements would have detracted from the game. Given how other games turned out, you can bet they'd be full of quips and comedy. Note the black character is recycled for Dino Crisis, and while not horrendous, is pretty blase and annoying. Dino Crisis is in part recycling RE1 draft ideas.

You're arguing "oh well he just isn't involved, he's just a money man" when being a producer includes many more responsibilities than just budget acquisition. Dev interviews and artbook snippets paint the picture pretty clearly: he provided very little oversight, often didn't manage projects well, and would just do or say or demand shit at a moment's notice.
