The science/magic behind this is never explained so we won't know. The implication is "You want Chloe Price to live? Well you need to give me something back. Give me Arcadia Bay." Hence once Arcadia Bay is sacrifice, the deal is done and no more bad stuff. And I assume if Max decides to use her powers again, then once again a deal will need to be made.
If it helps, the comics take place after the bae ending and no more bad stuff happens, though it also says it's just one of many possibilities.

The entire basis for the game is 'The butterfly effect'; the idea that changing a minor in a chain can result in major changes down the chain of events.
Then again chaos theory is all woo woo anyways so there's no reason to read more into it than that. It's an ok premise for a story,
