I think they're different enough to be separate characters, and they obviously have team-up potential. Janet flies and shoots lasers, whereas Scott (sorry Hank) is more hand-to-hand and likely able to go GIANT for his ultimate.

However folding them into one character isn't exactly impossible, just not ideal. The swap like C&D would just be one shrinking while the other returns to normal size

If your shooters are on the ball they can really capitalize on their squishies being knocked up by your LMB. Multiple enemies can be hit at the same time too so you can keep them together for a bit if one runs into another in panic.
