None of the caravans sell food, and there is no explanation on where their stock comes from. Compare to Fallout 1 which does take the time to set up how the hub procures its supplies and how the commerce works.
Aquapics would provide you with enough food to feed the tower. All you would need are a few photovoltaic panels and a well with enough water.

The area outside of the city is in general a mess, like you'll just have these open areas of nothing then maybe like two convenience stores with no roads leading to them and nothing else around. Then you got Tenpenny Tower which is right next to a robotics factory and nothing else around outside of a railyard miles away. Like it isn't even a "the bombs destroyed it" situation there's no ruins just empty wilderness.

There are a few big factions with enough power to survive, but then they start rotting from within.

There's actually not a whole lot of people there, so they could probably eat molerats and the giant chicken sized cockroaches. It isn't fine dining or anything but they could probably make do with it. Also that's not considering all the pre-war canned food that you might find. As long as the seal has not been ruptured, it's most likely edible.
