Thats all devs will do. Though the 2nd one will still have many buildings you cant enter unless most of them had loading screens. Even then they wont be all enter-able because they have to meet a ridiculous timeline for launch.

it would be fine it it was well designed. just look at the cities in tamriel rebuilt how they are aesthetically incredible while also fun and good to navigate and traverse. that would of course require bethesda to have any semblance of talent which is asking a lot.

Looks just like my last year's playthrough! It's amazing how Morrowind has a much more inventive modding scene than any other game. Modders aren't crazy troons like with most games today. They make new mechanics, animations, quests and entire new regions ffs. With most moddable games all you get is clothes and hairdos. Morrowind is more than a game for its fans. This. At the very least there will be minimal to no improvements over TES 5. You’ve got to understand that Bethesda is the absolute worst when it comes to spending the money and time on a game engine. The modern Creation engine is literally the 1990s Gamebryo Engine with a 17th coat of paint on it. There is no way they can do cool, cutting edge 2020s shit if they are ultimately working with their current (30 year old) engine. The ONLY way a TES or Fallout title will ever actually be cool and dazzling is if Bethesda finally nuts up and spends the time and money to make a new engine bottom up from scratch. That’s it. All other scenarios simply end in disappointment.

Oblivion cities were a good middleground imo. I don't necessarily need massive Vivec-tier cities (although it would be nice if at least the capital was big like that), but the "cities" in Skyrim are just abysmal. Oblivion nailed it.
