Fog has been used in art to create a sense of depth since forever. Go to any kind of art school, be it 3D computer art or physical painting, and teachers will tell you to incorporate fog.

Yeah it should be closer than real life due to video game scaling but it's basically appears 50 meters in front of you from any location. Had it been only in the hills/mountains behind the city in the OP pic it would be fine, instead it's basically everything right down from the hill you're standing on, and it just makes the whole game look washed out.

It's usually overused to try and fool people into thinking the world is much bigger than it actually is. On first glance it usually works but the illusion immediately falls apart when you actually play it.
The left could easily be fixed by just increasing the distance before fog kicks in, like ensuring no fog appears at all between you and the tower, but after it slowly ramps up until only the hillsides in the background are obscured.

If it's commonly accepted as "future looking" then it's probably a good choice to use in a cyberpunk game. Having everything ultra clear and crisp due to superior technology removing any distortions isn't what people aesthetically expect (maybe subconsciously at least). Without distance fog to trick the brain into thinking the Jerall mountains are dozens of kilometers away, you realize that they are in fact almost directly in front of you, making the game world feel like it takes place in a theme park and not a massive open world.

Genuine question: is the fog an aesthetic choice devs are making or is it to deal with performance/pop-in/loading issues by hiding things?

I fucking hate the foggy look of a lot of games, but I can't even imagine how some of these games would run if it showed everything in detail. My PC is hard garbage, so I'm playing the remaster on PS5. Even on performance mode, it constantly drops to 15-20 fps when you get a few enemies on screen or you're going a tiny bit too quick through denser forests. I assume taking away the fog would double that issue, right? Or at least make unrendered/untextured parts of distant environments way more noticeable on consoles?

I have this big, beautiful HDR monitor that can display all these beautiful, vibrant colors and this game's entire scope is "slightly-tinted shade of light gray" to "slightly-tinted shade of dark gray".

It doesn't kick in for quite a distance but when it does it's often too strong in the nearest plane, I would really like it if they toned it down slightly in the mid range distance. The game is huge and has incredible vistas and sometimes the fog just doesn't work well.

If your game has scale and distance, then rendering its environments, even by using LODs will make it look ten times better than slapping inexplicable fog on it, as if Demons Souls is just taking over. Motion blur does not help give a much needed sense of real motion, depth of field does not help give a much needed sense of focus, chromatic aberration does not help give... whatever the fuck it's supposed to give, and fog does not help give a much needed sense of scale. Post processing effects are optional. That's why they're called post. If they were really important, they would be in the game when it was fucking rendered.
*Notable exception for jaggy reduction anti aliasing. The exception that proves the rule.
