PC is a secondary platform. Too many games come out on PC actually, for PS6 they need to be targeting replacing PC. Run Adobe software, run full apps and make 90% of games exclusive. With Microsoft out of consoles it's time to clamp down on Steam's growth.

Sony likely paid out the ass to have the single most anticipated game in a decade to be "exclusive" on Playstation for some time which will ultimately have everyone who plays on Xbox and PC rushing out to get a ps5 to play on the release date.

Because a big part of Rockstar's business model is to try and sell you the same game over and over. Staggered release schedule increases the chance that you will double dip, buy it on console at launch and then buy it again on PC ~6 months or a year later.
This is also why the last-gen versions of GTA 5 never got PS4 Pro and One X enhancements, because they planned to eventually try and sell it to you a second or third time on PS5 and Xbox Series
