It's pretty decent, I'm inclined to agree. One thing that works against it is that the maps of the older games were a lot tighter and it worked to the genre's favor, CV has pretty extensive maps that feel kind of bloated in comparison.

Because Flagship didn't write an infinite story for Capcom. RE1 is very much self contained and only left the door open to a sequel just in case. That case happened so Flagship wrote Capcom the rest of the story and that was STARS taking the fight to Umbrella after Raccoon City goes boom - the end. Only the RC survivors were meant to be recurring characters and the series was supposed to end after the 4th game. But when Capcom saw that they had struck gold with the franchise, every entry selling more and more, they ended their cooperation with Flagship, moved the writing inhouse and made sure that nobody died in a way that they couldn't be brought back. I fully expect Capcom to bring Wesker back again. We already know that cloning exists so maybe they have a Wesker clone in some lab next to the anti-aging serum. And if all fails they are going to remake RE1 again.

Anyways, Wesker was intended to be revived since at LEAST 1998 and probably earlier (1998 is just how far his HCF concept art dates back).
He is barely introduced in CV and isn't meant to upstage the Ashfords at all, he's a narrative tool that was supposed to be used throughout the second trilogy of RE- CV, 0, and 4.
In CV and 0 he appears as a background figure that is gathering data and coming into conflict with the main antagonist of both games, all while he sets up the 'rival company'.
In the BIO4 pitch that was being worked on at the time of CV releasing, he would've been leading the raid on Spencer's castle in a scenario similar to CV, and the narrative would've been a three way feud between the immortal Lord Spencer, the superhuman Albert Wesker, and the infected Leon S. Kennedy.
What happened with RE4 though was that the lead writer died and so work stalled. Not helping things was the more developed build of BIO4 utilizing mechanics that strained GCN hardware immensely. Everything just sort of collapsed until Mikami was forced to pick up the pieces.
Mikami took bits and pieces from every build and made essentially a new IP entirely that happened to have RE characters. You can even see remnants of the original scenario(s) in the game, going all the way back to Stylish BIO4:

Umbrella was planned to be gone by the end of BIO4 from the start, which is why the focus of the games starting from 2 is entities outside Umbrella. CV, 0, and 4 all make this take centerstage by having Wesker act as the inbetween for the main character and this other organization, and the plan was always to have Umbrella fall and the 'rival organization' be the true antagonist.
Like, I feel some people here just say shit and don't really think too deeply about anything they're saying. We have BIO development timelines and know the shape of what FLAGSHIP wanted to make. Umbrella was done by their version of BIO4 as well, but that was the ending of the game.
Code Veronica kills the Ashfords and with it you learn of the true goals of t-Virus.
Zero introduces Marcus, and the game alludes to ideas of Umbrella's corruption in pursuit of some greater goal, hence Marcus' good and evil in balance motifs. In this game you see the origin point of several things not so coincidentally.
And in 4, it would've been Spencer, an immortal with goals of his own that would've explained Umbrella's desires before Umbrella's total collapse with his death. Hell, there's even forgotten setup for this in side materials, like Wesker directly questioning why Spencer would build a virus research facility in the middle of a dense forest while the Ashfords had built theirs in a sterile region.

There were some aspects of Claire's design which didn't fit in the modern era if it were BIOHAZARD 2, so I consulted with the designer Shigechiyo to make fine changes. We also intended to be consistent between "CODE:Veronica" and "DEGENERATION" and adjusted her figure to slightly glamorize her.
Claire's a character seen often in the game so we tried to maximize her appeal. Playing with Leon and Steve, you often follow her from behind, so we were particular about Claire's "ass".

Those were the people who were leading the company's clandestine activities. Umbrella had tons of legitimate medical and research operations run by people who didn't know shit about what was going on behind the scenes. That's what provided the funding for the secret shit, of which there were actually two layers: the bioweapons stuff that some people knew about and was going to be sold to world governments, and then Spencer's real plans which only the top few actually knew the details of. If that part stayed operational, any intelligent higher up could have potentially resurrected the whole thing again, and you can't go blowing up all these legitimate facilities and businesses filled with otherwise innocent people. That's the part that crashed on the stock market as the investigations began to come to light.
