I know nothing about Undertale/Deltarune except from Goatussy and that some degen wanted his OC in the game but the dev hid it in an obscure place because he hated it.
I try to avoid hyped up games because its typically artificial but people do still love Undertale.
Whats the appeal? What makes it unique as far as RPGs go? I know there's a pacifist run too which seems cool.

Undertale has very good writing so long as you like it's sense of humor, as far as what makes it stand out, it is a very condensed game that feels very well-paced that is designed to keep things feeling fresh as you play, plus the music is good and while the art is crude, it feels unique.
Deltarune has similar gameplay to Undertale but has a more involved story and some better gameplay mechanics, however I'd say it's more niche because you now need to be interested in a few key characters as they need a significant portion of screentime

Why does this game even have a standard attack option anymore? It's so rarely "permitted" and the ACT minigames are generally more interesting anyway in terms of gameplay. But then it feels like half the equippable gear is pointless because most players aren't going to care about raising attack at all.

Ralsei is very consistent in wanting to help You and would prefer if you did things peacefully but by chapter 2 is more willing to be violent if you so choose to be and its likely because of what King did. People tend to forget that he is a foil to Susie so he has also has things to learn.

I would say it's tied between Toriel and Papyrus. Toriel is more about the players who are more ignorant and think Undertale is more like a typical RPG, wile Papyrus is for more those on the warpath. Like any many NPCs would be the one to actually spare you and not the other way around? I can't really recall another example.

Undyne the Undying is a significant step up in mechanical skill required compared to the rest of the game, and the one I've personally seen end the most attempts.
Sans isn't just difficult, he also makes it clear to the player that this is the last chance to avoid consequences for your actions. It's what won me over at the last second.

Spamton does have a Tumblr sexyman thing going on, so I wouldn't be surprised if something similar happens with FRIEND. Like if it's (arguably) female and have like eyelashes and shit, most guys would probably go for it. Men aren't the picky gender.

I've seen people speculate that snowgrave was supposed to be an ability she'd unlock later in the game, and the weird route is a replay where you make her stronger so she can use it earlier. That's why it's sort of breaking the game.
Kris does become "stronger" in the weird route by unlocking the X-Slash ability, if that means anything
