Simple ideas for simple minds.
It's rather dope, it feels so official you will forget it's a fan made expansion. It also has three times the content the base game has, so it will take even more playthroughs to see everything than Morrowind already required.

Try it out and see for yourself, it's one of those things that doesn't ring true until you experience it first hand. The writing and the way you can tackle quest objectives feels straight out of a proper studio. There's a mind boggling attention to detail in the world space and the lore.

I tried Morrowind when they gave it away free during its anniversary.
It was just so lacking compared to modern games I only made it to the first town after you got off the boat before bailing.
That walking speed was like the devs hated their players and wanted them to suffer.

TES peaked with modded Skyrim. You can have a truly unlevelrd World with hand placed loot and enemies and zero scaling. Better RPG systems than Morrowind too. The only thing it lacks is that the Vanilla quests still have shit writing and most modded quests/locations don't really mesh well with vanilla content the same way TR does other than Beyond Skyrim Bruma.

When someone tells you they are actively trolling any response is a victory.

Short answer is it didn't. If you played the main quest as intended the world generally offered an appropriate challenge along the way.
If you played it like everyone else and ignored the main quest you quickly become overleveled for everything.
That is why we have proper scaling now.

if youre on default difficulty youll roll the entire game by like lvl 10-15 even with the shittest character you can make
crank the difficulty up and just wander around. quests and NPCs arent leveled. random mobs are. same as vanilla

But then you won't have max stats and won't be able to drive the Imperial dogs out of Morrowind
You start a new playthrough and head directly to the mainland, you cannot do all the content on one character that would be silly
