They're desperate for help and will cling to you will vomiting their guts everywhere but no they're not zombies. Cyberpunk healthcare system is far more advanced than ours, pricey as fuck? Yes, but literally any disease can be cured or stalled with cybernetics.

Dunwall is living in that age where most doctor's had a 40% death rate for patients, anesthesia was practically non-existent or prone to runnning out mid-operation, pulling infected teeth with pliers and no anesthesia was common back then. This is without adding the magical plagues, curses, the literal void abyss slowly devouring reality, shitty jobs with 16 hours work days, no police, because the city guard is there to defend the nobles, they don't care about poor trash.

There actually plenty of places in Cyberpunk where you can live a mostly comfortable life, or if you are lucky, you can escape into space and stop being a slave to corporations. Some people just can't give up the dreams of making it big in the danger zones like NC.

You get stabbed in Cyberpunk, and they can just 3D print a new liver for you, you get stabbed in Dunwall, and you will spend the rest of your life shitting in a bag you carry around your waist, if you even live long enough to see one of Dunwall ""doctors".

On the other hand NCR is not a bombed-out irradiated wasteland, in FNV you ARE in the wasteland, a near lawless land in the middle of war between several large players but thats not NCR.
