Just like RDR1, if you have an Xbox or even a PC in this instance you can always play GTA4. PS4 and PS5 players and switch players cannot and that’s a huge potential audience to resell a port to. They’ll probably might also actually make 4 run out of the box on PC instead of needing a fan patch

The need from remasters arises from the need to have legacy titles on modern systems.
There's a problem, tho. Resurrecting old console source code very often is a bitch, and you can't charge too much for a standard port.
In order to make the investment worth it (or to squeeze more money out of consumers), you can "remaster" it, and thus be able to charge more money.
You need a card with vulkan support. AMD HD 7000 and up, Novideo 1650 and up. Intel Ivy Bridge and up.

I just did a playthrough of GTAIV and it was consistently a nightmare to deal with getting the game to run halfway decently. Oblivion at least has a stable modding community.

It’s the build crime empire part. It felt like they didn’t really know what to do or how to connect stuff at the end. The game was made in less than a year so I’ll cut them some slack. But it definitely felt like they gave up once Diaz is out of the picture
