If I beat chapter 12 I can go dick around in the world more and don't have to jump into 13 yes? If I go into the new stuff, can I go back to the normal game and use Al as a party member to finish exploring regular Mira? I assume affinity missions and various sidequests aren't available in chapter 13 at least.

Chapter 13 has 3 Acts which are each separate story missions. The first two slightly change the world state but they don't lock anything off. The third does.
Once you beat all of Chapter 13, reloading your save puts you back in the post-Chapter 12 world state, and you can do Chapter 13 again. You keep Al as a party member.
In other words, you are only unable to do sidecontent in Act 3 of Chapter 13.
Since chapter 12 was the original end of the game, you can finish all sidequests and 100% survey Mira after finishing it and before starting chapter 13.
Once you start chapter 13, you're stuck in chapter 13 until you finish all 3 acts, but can keep doing sidequests between acts (even though a bunch of tumor balls spawn all across the map). Once you finish act 3 and see the new ending, you're boothed back to the world as it was before chapter 13, of course keeping all progress gained in chapter 13 (and also unlocking quick recast for Skells). You can redo chapter 13 an infinite number of times, if you missed any of the content in the act 3-exclusive area or didn't defeat the two new chapter 13 exclusive secret superbosses.
