Underwear is an important part of female expression. These cheap games do it a disservice by relegating them to a template or thoughtless censor.
If a character is confident in her beauty, like Changli or Camellya, it shouldn't be weird if they wear more alluring underwear to accentuate areas.
More regal characters like Jinhsi or Cartethiya can have ornate pieces of clothing without necessarily being overly showey. Same with Shorekeeper.
And then you have normal women like Chixia or Rover who could wear your typical plainclothes underwear.
It's just a huge waste of potential to give these women diverse outfits and personalities only to cut it short where it matters the most.
