More expensive for Nintendo but less expensive for publishers. Not catering to publishers is what caused the exodus to Playstation 1 back in the day, but Nintendo gave the publishers the Game Key Carts as a peace offering this time so that doesn't happen again. The choices really were the Key Carts or digital only, but it's obvious that the Key Carts are there to ween people off physical and to get used to downloading their games for the next generation.
The way to look at it would be that once Sony and Microsoft go digital only next gen, third party publishers aren't going to want to pay extra to release on a Nintendo system. These license keys on a disc/cartridge right now are a stop gap until we get forcibly dragged into the all digital age.

When you look at the boot process of these games the first thing the game does it a firmware and security check. It will throw a error when it fails the security check and in this case the security check is the card being inserted.

The proprietary Switch 1 and 2 cartridges are completely different than a SD card in terms of memory, and the Switch 2 cartridges are beyond the Switch 1 cartridges as Nintendo now is making clear the console needs Express SD cards to store digital games.
Proprietary tech is always more costly to mass produce, it isn't a random DVD or Blu-Ray their respectful owners allows everyone to produce decades since their creation, bringing the production costs to pennies.

If they could, they would've, but it's not up to Nintendo, it's up to Samsung and Macronix. Macronix makes the carts and Samsung is the one making the tech behind Switch 2's carts which is presumably 3D V-NAND. 32GB, 16GB, 8GB literally do not exist and would probably cost way more to shift production rather than just producing 64GB and hoping they get cheaper to produce thanks to economies of scale.

The Switch 2 could get by with just 256GB if you could get around the problem by buying physical games and your system accessed the content directly on its SD Card express. But that won't be the case for the vast majority of games, if we take the information available in Japan into account.
For those who can't imagine a future situation, just pay attention because in about 6 months' time you're going to see a lot of people considering the Switch 2 experience terrible, just as the first retards start having storage-related problems.

Anon, the Switch 2 will receive games like Yakuza 0, Elden Ring, Street Fighter 6, among others. These games are all 50GB+, regardless of platform.
On Steam, Elden Ring requires 60GB of space. On PS5, 65GB of space. This is the reality of modern gaming, you won't escape it unless the Switch 2 versions come with compressed audio and textures, which I highly doubt.

Publishers solution to full price of cartridges (the external coating was more expensive than the internal work) was using small sized ones + digital downloads or just download codes in boxes. Nintendo then changes model for switch 2, they still do not shoulder full price but instead of offering different sizes they make a standard size since it is easier on the production lines, it is cheap enough to mass produce and removes the issue of partial game in most cases but fix the digital model by now making it offer a license instead of a single case of download code. Somehow having the license is worse than not having it.
That's the part I don't get, why is people mad that game keys are a thing when the lending/selling process is streamlined compared to before. The unified production line for 64GB cartridges shouldn't be that much expensive for publishers to afford, they also just want to save money that's all.
