There's enough rare loot in the game to justify craftable saddles. Back in the day the only reason you would visit dungeons is for the saddle. This is a non-issue.

Doesn't make sense to keep saddles as a rare thing when they were only kept as a rare item to begin with because it was memeshit just to ride pigs.
Then they added horses and they still kept the saddles rare as hell. Then there were those dumbass things that walk on laval, and now there's the ghasts.
Fishing for 0.8% for these things or looking for spawner rooms for one sucks ass.

Horse breeding is the most based thing in the entire game. Building an actual horse ranch and proudly raising super horses but still keeping the normal horses around. I wish something like that was done in RDR2.

Just collecting good horses and killing the undesirables works better.
Getting a good donkey/mule is the real adventure.

Saddles aren't rare as far as dungeon loot goes. You typically get several after finding a dungeon with more than 2 treasure chests
