I know you post this thread repeatedly but I feel like giving a real answer for some reason today.
Tropical beaches are where everyone wants to go on vacation, its obviously a very highly coveted environment to visit (Hawaii, French Polynesia, etc)
Games in the 90s were technically impressive, maybe they could have attempted this on n64 but it wasn't good enough yet. Water was too flat and it wasn't possible to make a coastline that looked good.
It wasn't until dreamcast that it became possible to make something pretty impressive looking (Emerald Coast) but obviously with the PS2 and the gamecube, the possibilities really started to open up. Nintendo in particular put a shitload of effort into their water physics, which they clearly wanted to show off in both Wind Waker and Mario Sunshine.
nintendo was already obsessed with that on the n64 which lead to wave race.
water at the time was one of the hardware/tech arms race things. consoles and games were judged by how good their water effects were.

I might be wrong but I feel like tropical beaches and surfing was popular imagery in general in 1990s, not just in video games.
Ibiza and rave culture might have something to do with it.
Because it didn't look weird to have big, empty beaches and blue oceans while also being easier on early 3d engines.
I think because rendering water that looked nice was a new thing and they wanted to show off.
because it's pleasant to look at. you also generally visit it on your days off or during a vacation, so you'll mostly have positive associations for it.

If I had to guess, bloom and lens flare were all the rage and making a good looking beach with a few palm trees is much easier and less resource heavy than making a dense jungle or forest full of trees and grass and bushes.
