You can't. MMOs are a fundamentally flawed idea because human competitive nature inhibits organic fun. Dataminers and wikis and metas destroy communities, it isn't a matter of if, but when.

you could extend this to efficacy of healing spells, damage dealt by weapon types, or loot drop rates as well. it would be a glorious and nightmarish clown show of people trying to figure out what the determining factors are

Ultima Online wasn't good because it was a well designed game, it was good because the player base was mostly actual boomers and some early gen-X nerds. Banning Indians, Chinks, Russians, and Brazilians would be a massive step forward but I firmly believe MMOs can't fully be fixed by any means that currently exist. Even with iron-fisted moderation against gold farmers, sellers, and buyers, someone will find a way to game the system and find some crack to exploit. MMOs are fundamentally flawed.

Subjecting the entire system to RNG is an extreme but viable solution provided the RNG method itself is randomized, ideally on a per-item basis, which changes randomly itself after an arbitrary amount of time. So the very ground underneath the feet of these worthless fucks is unstable.
The problem will then become "what is the minimal performance of XYZ?" Then "is it consistent across classes or types?" And so on. That will slow them down. A meta will eventually emerge but it won't be as exploitable due to its unpredictability.
The question for everyone else will be: can this actually be playable and, God forbid, fun while doing all of that?

You have to make a game that isnt reliant on damage numbers or killing a big boss to progress, like WoW did with the gear treadmill. Games like Runescape still survive because people just grind skills and do their own thing but can still "progress" in the game, thus eliminating the need for an "optimal" build.

Any streamer who averages at least a triple digit view count needs to be banned from streaming the game on standard servers. Every new big MMO needs to be given a dedicated streamer server where they are forced to play on if they want to stream themselves playing the game.
