For me, Cow by herself isn't a problem since she's a funny and creative choice in a vacuum (though they should have called her Moo Moo). The problem is that she's in the same game as the SMW Dolphin, Swooper, Coin Coffer, Fishbone, Cataquack, Sidestepper, and a generic fucking Snowman (not even Mr. Blizzard or Dr. Freezegood), which makes her feel like one of many "Holds up spork!1!!! So random!!! XD" choices in a roster that's clogged full of them. Losing the likes of Funky, Diddy, Kamek, and Petey certainly doesn't help, either.

Nintendo never does secret character unlocks, you'll unlock some characters by completing various game modes like in every other mario kart
We already know that the overworld collectibles and mission collectibles are non-character unlocks like stickers, kart skins.
We know character costumes are all done through the food items, with each character being locked to a specific track e.g. mario costumes are in mario circuit
For the mooks, Nintendo will just make every mook unlock come from kamek based on what track you're on
Nintendo will 100% do DLC to drip feed characters as they did in mk8 and all the switch mario sports games, the only question is if Nintendo will start doing it in a couple months/year or if it'll randomly happen a couple years down the line like with mk8
