iirc angela directly states that distortions wouldnt happen as often if the light went for its full cycle. The point of the light was to open the peoples eyes to the virtues discovered in the lobcorp core suppressions so the incomplete light most likely left people at a stopgap between their previous rat race mindset and being awakened that left them mentally unstable, leading to distortions and peccatula.

The sad truth is Angela and Carmen caused it, and there's little to nothing he could've done to prevent it. Another person could've distorted on the same level threat as the pianist in any nest or backstreet. Angelica and the baby just got unlucky.
