Your base hit rate is your weapon level, +1% per 5 agility and another +1% per 10 luck, then the whole thing gets multiplied between 0.75 and 1.25 depending on how full your fatigue bar is.
If you have 50 agility and 40 luck against an enemy with 0 stats you'll get 100% hit rate around level 66-67 in a skill.

Max listed weapon damage when the animation stops
Fatigue management is almost all there is to it (not just for combat btw), along with not using a poor weapon skill (below 30).
Charging attacks does not change your chance to hit, you merely increase the damage. The damage range you see on a weapon isn't random, 1-10 means minimum damage of 1 (attack spam) and maximum damage of 10 (hold until animation stops, then release). Depending on the weapon type you may want to spam instead of charging your attacks.
If the fight is easy and you're not in danger, consider spamming attacks in order to level up the skill faster.

I am a fan of fantasy storytelling, inventory management, dungeon crawling, and character building. But is all happens at such a snail’s pace if you play blind, and wikiing stuff spoils the fun anyway

Lowering strength is one thing but mmaking you immobile in a cave is another. Especially for new players, there's not reason to believe 0 strength wouldn't just cause overencumbrance and slow walk/no jump like Oblivion or Skyrim.
Effectiveness for rolling to hit, evade or block is = (0.75 + (0.5 * (Current Fatigue / Maximum Fatigue))) which can get painful. This can be especially bad when unable to even hit the target. Just keep an eye on the bar and don't run it down to 0 by running around unless you have stamina potions to use. Other skills are affected in other ways so generally wait for the bar before doing just about anything even lockpicking and merchanting.
In other words: filtered
