I didn't know about that dialogue with Jimmy in Westside. Major Knight has no reason to lie, so we can assume homosexuality is legal in the NCR but heavily frowned upon and often mocked (Similar to Ancient Rome/Greece and parts of the US today). Cass and Veronica have a reason to lie. Cass grew up in NCR territory and, as a woman, has every reason to hold negative views against the objectively sexist Legion, it's more likely she's relying a joke she heard at a bar. Veronica is also a bit suspicious since she's a lesbian woman who already has issues with how the Brotherhood treats same-sex relationships and male dominance. Neither of them really have any insider experience as to what the Legion culture would be like, unlike Jimmy. Knight has indepth knowledge of homosexuality in the NCR as he's apart of that culture so he's a trusted source.

The organization or the soldier, because you can find multiple letters of NCR soldiers who were sending love letters to their gay lovers, it seems to me that the NCR soldiers are projecting their homosexuality on the Legion as many of them are openly gay or closeted like Major Knight, the NCR doesn't seem to mind the gay soldiers, unlike the Legion who punishes them, but you could argue it's because they're at the frontier and are more lax with it since they need all the manpower they could muster

Being homophobic doesn't mean homosexuality is illegal. It might be because it's also the army too, where all the women are expected to be strong jarheads like the rest of the NCR. I can imagine a few soldiers being the shit out of the one gay guy in the group or at the very least giving him shit over it. Just because the NCR is progressive in a few areas doesn't mean it's also not conservative in others.

I agree with this take because Veronica is unreasonably hostile towards the Legion and specifically accuses them of faggotry when trying to rationalize her anger. Considering her former Elder banished her own gay lover (to the point where said lover got mindbroken and went on a killing spree trying to get revenge), that tells me it's clear projection. I further extend every accusation of homosexuality in the Legion as projection to former slaves bitter that they weren't actually gay raped (like the Israeli woman who was upset she wasn't raped by Hamas after being captured) and bored desk jockeys far from Legion territory fantasizing about being beaten and then raped upon being captured.

Veronica is a retard in general, but the only way that her comment might be unreliable is the fact that she hangs around an NCR trading post, so it could be from her finding out information while on her mission or it could be her hearing things from the NCR citizens and soldiers.
