Correction: the location at rewards you with a VSSM, not a "simple" Vintorez.

He OTOH carries a Vintorez. I never killed him for his shiny toy. Too much hassle at level 4-5 as you don't have access to Think like the Enemy (nor Praetorian) yet, and the same goes for some proper armor. Surviving those 9×39mm bursts are tricky without going out of your way. And postponing the visit to The Roaring Forest nullifies the challenge of the area as a whole (minus the Blind Death of course but I usually do everything at once there). Maybe doing everything at the location while avoiding the area where the Traveller spawns and getting back once you're prepared is the optimal solution, but again, too much hassle unless you're dead set on getting a Vintorez for yourself ASAP.

Yes, 9x39 is basically a heavy pistol round, starts off slower than 9mm and then drops like a rock. What doesn't make sense is when you find the 5.45x39 version of the OTs-14 it still has the same slow bullet drop.

the vintorez uses subsonic 9x39 (which if memory serves, russians took a 7.62x39mm cartridge and just jammed the heavier 9mm projectile into it without changing the powder) so by all metrics its shots are big fat and slow, but quiet

It isn't supposed to be long range, its firing heavy subsonic projectiles with high sectional density. Its intended to penetrate light armor and destroy vehicles or other material covertly from intermediate ranges.

I havent heard anything about its reliability, but otherwise I think the gun worked well for what it was designed for besides being expensive. though given the option I think i’d go with the MP7 instead.
