President shinra placing artificial suns for the slums makes sense, its like a half solution, since hes the the type of president that wants to win the people's favor with money, meanwhile Rufus is the one that does it with fear. In the original he still has trains to the slums and he still has soldiers there, if he didnt care at all he wouldnt.
The original also didnt really care about day or night, so sometimes it was daytime (and sun leaked, like and aerith house, which to be fair this is to show how aerith is like "light" and cute and stuff) and sometimes it was just night time. In remake you cant do that. You have to have some type of day cycle that explains the story.
