The only part of RDR that felt like actual wild west was the Mexico part in 1, otherwise it doesn't feel a thing like a real western.
RDR1&2 are meant to take place at the end of the Western era. It's a theme with Dutch's gang that they're the last of a dying breed. You're right however in that Rockstar chose this era because it's easier for them to do the deconstruction shit that writers just love to do.
