I've long held the belief that khajiit were used primarily as pleasure slaves while argonians were primarily used as farming/mining/general labor slaves, at least in Vvardenfell. The evidence to support this is geographical, economic, and even biological. First and foremost, consider Morrowind's proximity to both Elsweyr and Black Marsh. Black Marsh shares a border with Morrowind as opposed to Elsweyr which requires slavers to go all the way through Cyrodil, or travel by sea. The logistics involved would make khajiit slaves much more expensive compared to sending a raiding party South to round up some argonians. As a result khajiit slaves would be more of a luxury item.

Then you have to consider Morrowind's environment and agriculture. Sure, a khajiit would probably be okay working further inland on a wickwheat plantation, maybe even in the mines. But then you have saltrice and muck sponges which grows in coasts and marshes and swamps. Slave or not, I can't imagine many khajiit working there. The required cleaning and grooming needed to keep them able bodied and not succumb to disease just makes them a poor fit for the job. Compare that to argonians which are native to way harsher swamps, can swim well, naturally resist disease, and can just be hosed off once they're done.

So you have a race of slaves which is generally more expensive and higher maintenance, not really suitable for a common farmhand, and has a much cheaper and available alternative. A much more sensible role then would be house slaves, personal attendants, and of course pleasure slaves. There's probably a good chunk of nobles having affairs with khajiit mistresses. In Suran's house of earthly delights we see one topless slave, a khajiit. Not an argonian in sight. Now I know what you're thinking.
