I don't doubt that the game has its qualities, but I bet there are a lot of obscure PS2 RPGs that were never big hits in the West and that have the same or even more depth and qualities, and these same games were probably either ignored by Western specialized critics, or were considered garbage by them. At least that's my experience with various genres of games.
It's because of these things that I can't take game criticism seriously. It's as if a movie fan were to read reviews, and discover that they're being written by the guys who think Back to the Future is the best movie ever made.
