Another one who didn't even bother to play the Stormcloak side. Torygg was a weak ruler and a sham of a High King. Even the citizens of Solitude state he is more interesting in Elisif than actually ruling. Torygg is a weak King and a symbol of a weak Empire. For Ulfric's cause to have any sort of validity Torygg needed to die. And yes Ulfric knew Torygg stood no chance. Even without the Thu'um Ulfric is a war veteran of the Imperial Legion while Torygg is a pampered noble. At least this way Torygg got into Sovengarde, which is something that was likely never going to happen given his way of life as a puppet King.
